Upheaval In Meghalaya

WHY IN THE NEWS?

Recently, a former militant of the Hynniewtrep National Liberation Council (HNLC), was killed in a police encounter that has led to a crisis in Meghalaya.

Background:

  • Meghalaya shares a border with Bangladesh and has seen decades of migration from the neighbouring country as well as from other parts of India – Bengal, Punjab and Bihar.
  • This has sparked anxieties of indigenous communities who feared becoming a “minority in their own homeland” because of the influx of “outsiders”.
  • It was a culmination of these “anti-outsider sentiments” that led to the formation of Meghalaya’s first militant group, the Hynniewtrep Achik Liberation Council (HALP), in 1992.
    • Hynniewtrep represented the Khasi and Jaintia communities and Achik represented the Garo community.
  • HALC was later divided and HNLC came into being that represented the Khasi and Jaintia communities and the Achik Matgrik Liberation Army that represented the Garo community.
    • The Achik Matgrik Liberation Army was later replaced by the Achik National Volunteers Council (ANVC).
  • HNLC claimed to represent only the interest of Khasi Communities, whereas, the Achik Matgrik Liberation Army demanded a separate state for the Garo community.

Present Status of militancy in Meghalaya:

  • The ANVC since 2004 has been under an extended ceasefire agreement with the government while the HNLC has been trying to talk peace with the government but on a conditional basis.
  • Over the last several years, militancy in Meghalaya was seen as declining.
    • In 2018, the Centre withdrew the Armed Forces Special Powers Act (AFSPA) from Meghalaya after almost 27 years of witnessing a decline by 80% in insurgency-related incidents.

WHY IN THE NEWS?

A new research paper published in the journal ‘Nature’ has provided some interesting new insight into the linguistic culture of the Indus Valley Civilization.

About Indus Valley Civilization:

  • Indus Valley civilization is the oldest urban civilization discovered to date. It flourished in the basins of the Indus River spreading across large parts of modern Pakistan, northwest and western India, and Afghanistan.
  • The civilisation is noted for its urban planning, baked brick houses, elaborate drainage systems, water supply systems, large and new techniques in handicraft.
  • Moreover, the archaeological sites of the civilization have always been a topic of interest for the scholar since its discovery in 1926.
  • However, the language that the people spoke is yet to be deciphered.

What does the research paper have found?

  • The research paper has taken clues from the few words shared between the Indus Valley people and the cultures they came in contact with, such as the Persian Gulf as well as Mesopotamia,
  • Based on this evidence found, it has been said that Ancestral Dravidian languages were possibly spoken by a significant population in the Indus Valley civilization.

What is the evidence the researchers have found?

  • The researchers have analyzed linguistic, and historical evidence to learn how some words in ancient Persian records match with proto-Dravidian language.
  • For example, words used for elephant -pri, pru -and for ivory -pirus in the ancient Persian records were originally derived from ‘plu’, a proto-Dravidian term for the mammal.
  • Similarly, several Indic words refer to the ‘Salvadora persica’ as pilu.
    • Salvadora Persica is better known as the toothbrush tree in the western world and as ‘Miswak’ in Arabic-speaking countries, since its branches are used as natural toothbrushes).
    • This suggests that just like the elephant word- pilu, the name used for the tree too is rooted in the proto-Dravidian word for tooth.

WHY IN THE NEWS?

Defence Research & Development Organisation (DRDO) has developed an Advanced Chaff Technology to safeguard fighter aircraft of the Indian Air Force (IAF) against hostile radar threats.

What is Advanced Chaff Technology?

  • Chaff is an electronic countermeasure technology. It is used by militaries worldwide to protect their assets like naval vessels and aircraft from radar and radio frequency(RF) guiding mechanisms of the enemy missile.
  • A very little quantity of chaff material deployed in the air acts as a decoy.
  • The chaff deployed in the air reflects multiple targets for the missile guidance systems, thus misleading the enemy radars or deflecting adversary missiles.

Who has developed this technology?

  • The advanced chaff technology has been developed by DRDO units Defence Laboratory Jodhpur and High Energy Materials Research Laboratory (HEMRL).

Difference between Chaff and Flares:

  • Chaff and Flares are both used as defensive countermeasures to confuse the radar from detecting a vessel or deflect the missiles from the target.
  • But there is a major difference between the two. While flares, when fired, generate a strong infrared source to attract heat-seeking missiles, chaff is used to misguide radar-tracking weapons.
  • Chaff is composed of many small aluminium or zinc coated fibres. It will be stored on-board the aircraft as cartridges.

  • It will be administered to humans including children and adults aged 12 years and more.

Who developed ZyCoV-D?

Zydus Cadila developed this vaccine in partnership with the Department of Biotechnology under Mission COVID Suraksha. It will be implemented by Biotechnology Industry Research Assistance Council (BIRAC).

About ZyCoV-D

It is a three-dose, DNA plasmid-based COVID-19 vaccine. When it is injected into the body, it produces the spike protein of the SARS-CoV-2 virus and evokes an immune response. It thus plays a key role in protection from disease and viral clearance.

Can the vaccine deal with mutations?

Plasmid DNA platform of the vaccine is based on plug-and-play technology. It can be easily adapted to deal with mutations among virus.

Efficacy of the vaccine

The Phase-3 Clinical Trials for the vaccine was conducted in over 28 thousand volunteers. Result showed primary efficacy of 66.6 per cent in symptomatic RT-PCR positive cases. This was the largest vaccine trial in India for COVID-19, as of now.  Vaccine had already exhibited robust immunogenicity, tolerability and safety profile in adaptive Phase I and 2 clinical trials. Phase 1, 2 and 3 clinical trials were monitored by an independent Data Safety Monitoring Board.

WHY IN THE NEWS?

India has approved the ratification of the Kigali Agreement to the Montreal Protocol in order to phase down Hydrofluorocarbons (HFCs).

What does it mean for India?

India now requires reducing its HFCs usage by 80% by 2047. China and the US have to achieve the same in 2045 and 2034.

About:

  • Experts note that, India has exemplified its climate leadership by approving the ratification process.
  • Under the ratification, hydrofluorocarbons (HFCs) will be phased down early which in turn will make the Indian industry globally competitive across the climate-friendly cooling products.
  • Ratification provided big opportunity to India to be on course of early phase down of HFCs by means of domestic innovation.
  • Phase-down of HFCs is going to prevent emission of up to 105 million tonnes of carbon dioxide equivalent of greenhouse gases. Thus, it will help in avoiding up to 0.5 degrees Celsius of global temperature increase by 2100 and will also help in protecting the ozone layer.
  • India is the first country that launched a cooling action plan in 2019.

Kigali Amendment to the Montreal Protocol

It is an international agreement that seeks to gradually reduce consumption and production of hydrofluorocarbons (HFCs). This is a legally binding agreement that has been designed to create rights and obligations in international law.

Background

Montreal Protocol was originally created in order to preserve and restore the ozone layer. Protocol was an agreement in between participating countries in order to do away with ozone depleting gases. Under the agreement, HFCs were used to replace the banned substances as they have zero impact on the ozone. But HFCs are powerful greenhouse gases that contributes towards climate change. Thus, Kigali amendment added HFCs to the list of chemicals that countries are required to phase out.

Which countries have ratified this amendment?

121 states and the European Union have ratified the Kigali Amendment as of July 2021. India is the new entrant to the list. US has not ratified the amendment but pledged in April 2021 to do so.
