Question: What is Mukhya Mantri Swavalamban Yojana (MMSY)? Explain its status in Himachal Pradesh. (4 marks/60 words)

Answer:

MMSY is one of the important flagship programmes of the State Government launched in 2019. It is an ambitious scheme of the State Government to provide self-employment opportunities for youth of Himachal Pradesh.

Key Features of the Scheme

  • Encourage the youth

The government aims to motivate the youth to self-employment and providing necessary help in starting their own business.

  • Decrease of Job Deficiency

With the implementation of this project, the problem of job losses in the state will end. Young people can start their own business and can become an employer. Instead of job seekers, they can become job providers.

  • Government land for rent

If a self-employed person wants the land, and after getting the approval from authorities. the state government will charge only 1% of the actual rate of that land.

  • Reduction in Stamp Duty

The government will also reduce the amount of stamped by them to motivate the youth to participate more and more in self-employment schemes. Under this project, if anybody wants to buy land, instead of 6%, stamp duty up to 3% will be given.

  • SUBSIDY FOR HIMACHALI ENTREPRENEURS

Investment Subsidy @ 25% of investment upto a maximum investment ceiling of Rs. 60 lakh in plant & machinery (or equipments) with total project cost not exceeding Rs. 100 lakh (including working capital). Investment subsidy limit would be 30% to Scheduled Castes & Scheduled Tribes and 35% to all women led enterprise & Divyangjan beneficiaries.

  • This scheme became very popular in spite of “COVID-19 Pandemic” with a phenomenal increase in the sanctioned cases. The scheme has been made available online with the provision of 60 per cent “Front Loading” of subsidy.
  • The scheme has been recently amended by adding activities related to agriculture, animal husbandry, sericulture and mining in order to provide benefits to rural youth. The age limit for women has been revised from 18-45 years to 18-50 years, so that more women could take the benefit of the scheme and become self-dependent.
  • Under MMSY, upto December, 2021, more than 5,000 projects have been sanctioned by the Banks, which have generated 15,073 self-employment opportunities.
