• The Himachal Pradesh Public Service Guarantee Act 2011 was enacted to provide time bound Citizen centric services to the public of state. Following are the services being provided to the farmers for which the time limit for providing services and the designated authorities are mentioned.

1. Soil Testing (Sample): 60 days after receipt of sample in the Office of designated Officer

•   And the Designated first appellate authority is Deputy Director of Agriculture (concerned District) and designated second appellate authority is State Information commission Himachal Pradesh.

2. Grant of License for Registration/ Renewal of fruit nurseries under ‘The Himachal Pradesh fruit Nursery Registration Act 1973’: 45 Days after receipt of application complete in all respects and Designated first appellate authority is Joint Director of Horticulture and Designated second appellate authority is Director of Horticulture.
3. Advisory service on Plant Nutrition through Leaf Analysis: 120 Days after receipt of sample form farmer and   Designated first appellate authority is Joint  Director of Horticulture while Designated second appellate authority is Director of Horticulture.
4. Grant of subsidy on inputs /infrastructure created/other horticulture activities under MIDH /RKVY/ PMKSY Schemes:

• 30 days after satisfactory field verification of completion   of approved work as per availability of the budget under the relevant scheme of state Govt /Central Govt and
• Designated first appellate authority is Joint Director of Horticulture  while  Designated second appellate authority is Director of Horticulture.
