Answer:

The Tenancy and Land Reforms Act, 1972,Section 118 of this Act listed in the Ninth Schedule of the Constitution prohibits all non-agriculturists, whether they are Himachalis or non-Himachalis, from buying land in the State.

According to section 118 of this Act, No transfer of land (including transfer by a decree of a civil court or for recovery of arrears of land revenue) by way of sale, gift, will, exchange, lease, mortgage with possession, creation of a tenancy or in any other manner shall be valid in favour of a person who is not an agriculturist

This Section and rules of this Act have been amended from time to time. The basic intention behind its enactment of protecting the interests of local inhabitants while ensuring that the development of the State is not hampered.
